About Library

Message from Librarian

Library is a significant resource of knowledge in any higher education institution. The role of the
library is emphatic after direct teaching in the college as it connects teaching learning process
as well as academic communication between teacher and student.
Traditional concept of library has undergone lots of transformation owing to the development
in information and communication technology. Concepts of knowledge resource are now not
only restricted to the printed books and journals but it is expanded to digital and virtual form
also. Library of Shri S.H. Kelkar College, branded as Devgad College is all set to take up the
challenges of new era and it has already begun to restructure itself in cope with the
contemporary challenges of technology. We are committed to serve our stakeholders by
providing required information and references as rapid as possible.
Devgad College has been established in the year 1974. The institute has a separate central
library building. Presently the library has more than 25166 books in senior college library and
14053 books under the Book Bank Scheme, 66 periodicals, 386 CDs and DVDs etc. An important
objective of this library is to support various programmes of the college by providing easy
access to information, knowledge and references consistent with the present and anticipated
educational as well as research functions.
College library was established in 1974 along with the beginning of Devgad College and since
then the library has never missed a rising graph in providing knowledge resource to the
stakeholders. At present, our library consists more than 25166 books, 14053 books are
registered under Book Bank Scheme, college library has subscribed 66 periodicals. Besides the
printed resource, the library owns 386 CDs and DVDs. Also, subscription of N-List e journals
enrich the library resources of the college.
Infrastructural facilities of the library are inclusive of Reference Section, Reading Hall, and
Stack-Room. Moreover, the Library has a major collection of text books, reference books,
general books, journals, magazines, encyclopaedia, dictionaries, handbooks, Manuals, online
resources, and other reading material as well as study material.
Books are classified and arranged according to the Dewey Decimal Classification (DDC) Scheme.
N-List E-Resources of INFLIBNET centre are also available since 2014. Library has seven
computers to enable students to access the Internet, Digital Library and the Institutional
Repository.
The library uses SOUL 3.0 software. Which is state-of-the-art integrated library management
software designed and developed by the INFLIBNET Centre, Ahmedabad. This software consists
of modules of acquisitions, cataloguing circulation, serial control, administration, and OPAC.

More than 100 students/members of the library can use reading hall simultaneously. Also,
provision of 7 terminals help stakeholders to explore information and knowledge resource
through internet. Reprographic service is on one of the significant features of college library.

Objectives:
A library is attached or associated with a college and used by students, faculty of the college
and other stakeholders. The objectives of college library are as discussed below:
 To help in all educational and instructional programs of the college.
 To develop a habit of the deep and advanced studies of subjects beyond the textbooks
of subjects.
 To enhance the understanding of various disciplines and courses among the students.
 To prepare the students intelligent, aware, informative, and enlightened to play the role
of a responsible Indian and responsible human being.
 To supplement the research works and to create conducive atmosphere for research.
 To inform the teacher and other stakeholders of the latest updates in their respective
area of discipline and research.
 To acknowledge the new techniques of reading and ICT resources of knowledge to its
stakeholders.
 To preserve the history of Institution by organizing, maintaining, and increasing access
to the College archives.

Services and Facilities
1) Book Bank
The Book Bank facility is available for all students. It is established with the help of
Students Aid Fund. The students are availing it on the large scale. The library is offering
the facility to cover almost students. One set of textbooks is given between a couples of
students for the entire academic year with the nominal charges. At present there are
10813 current Textbook (amounting to Rs. 9,13,917/-), under this scheme.
A separate book bank facility for the backward class students under special provision
of ‘Students welfare and Universities Information Bureau, Mumbai University, Mumbai’
is available in our library. The library provides a set of textbooks to the backward class
students with no charge for whole year. At present, there are 885 books amounting to Rs.
99,510/- under the scheme.

2) Circulation
Library providing books circulation service to the all current students, all staff, Ex-
Students, Other society Members, inter library loan facility to Other College staff
members. For this facility membership form is available in the library.

3) Photocopying Service
 Library offers photocopying service to all its members, walk-in users and others,
Photo Copy Charges is Rs. 2/- per page to the use.

4) Open Access
The Open Access system is used. All the readers can freely access the books, they
desire. The partially computerization of library is done. The can search the books by
using the SOUL 3.0 Software, which is developed by INFLIBNET Centre. The book
search (by Title, Author, Publisher, Acc. No, Subject) circulation and correspondence is
done with the help of software and computer.

5) Internet Service
Free Internet service for all students is available in the library, during the period 8.00
a.m. to 5.00 p.m. Three pc are provided for this purpose.

6) Reading Hall
The library has a large well ventilated ‘Reading hall’ having capacity of two hundred
seats, with separate table and chair. Students can get Question Papers Sets, periodicals,
textbooks, reference books against their Identity cards and can study from 8.00 a.m. to
6.00 p. m. There is Separate “Study Room” for teachers

Best Practices
1) User Awareness Program

The library takes an active part in the orientation programme organized by the institute
for the benefit of new students in the beginning of academic year. They are taken around
the library to familiarize them with various resources and services available for them.
Any user desiring to know more about library resources and service or to learn how
to use a particular resource like OPAC, e-journals, databases etc. should contact Librarian
or Library staff.
2) Merit Card
The students securing the first five positions in each class, are provided a ‘Merit
Identity Card’ for a year. This card holders are entitled to get two additional books from the
library without any charge.
3) Book Display program:
Libraries can organize exhibitions on important occasions like birth anniversary of
eminent personalities. This will help users to know the collection of books on various
topics in the library.
4) Staff Users Meet:
Libraries can organize lectures, seminars etc. on various topics for students and staff
which are useful to them. e.g. Open access resources, library consortium, etc.

Library Rules
1. Only registered members are allowed to use the Library.
2. No group discussion is allowed in the reading hall.
3. Readers should observe strict silence and switch off their mobile phones etc. in the
library.
4. Members should produce their ID cards at the entrance of the library.
5. No bags, files can brought in to the library.
6. Enter your name and Sign in the register kept at the entrance counter before entering
library.
7. Books will be issued to the students for 15 days only. In the last page slip is pasted
and stamped mentioning the due date and the fine will be charged @ Re.1 per day per
book from the due date till the book is returned to library.
8. If the books are lost, Then the borrower shall replace the books of the same edition or
latest edition or pay double cost of the book after getting permission from the
librarian.
9.  Students are required to handle the books/ Journal very carefully; marking with
pencil, writing or highlighting, tearing the pages or mutilating the same in any other

way will be viewed very seriously. In such case reader shall be held responsible
unless these are brought to the notice of the library staff at the time of issue.
